Rochelle Witharana is a recognized leader in impact investing and a dedicated champion for racial and gender equity in the investment sector. As the chief financial and investment officer of The California Wellness Foundation, she oversees the financial stewardship of approximately $1 billion in assets, directing investments that drive social change while ensuring strong financial performance. Under her leadership, Cal Wellness has deepened its commitment to aligning its investment strategies with its mission of advancing health equity, justice, and advocacy for historically marginalized communities.

A trailblazer in embedding diversity, equity, and inclusion into investment decisionmaking, Rochelle has significantly increased the foundation’s investments with diverse managers. She has implemented policies that require a demonstrated commitment to aligning assets with mission when selecting investment partners, setting a new standard for how institutional investors can leverage capital for equity-driven impact. Rochelle also leads the foundation’s program-related investment strategy, mobilizing resources to create lasting social and economic change.

With a career spanning leadership roles in philanthropy, asset management, and public pensions, Rochelle has built a reputation as a thought leader in the field. She regularly engages with peers and industry stakeholders to advance conversations around impact investing, equitable capital allocation, and financial strategies that prioritize social good without compromising returns.

Prior to joining Cal Wellness, Rochelle held financial leadership positions at the Conrad N. Hilton Foundation and the Arizona State Retirement System. She began her career at Deloitte & Touche and has served as a CFO, controller, and consultant across the nonprofit and private sectors. A Certified Public Accountant, she holds a bachelor’s degree in business administration and accounting from California State University, Northridge.

Witharana serves on the boards of Confluence Philanthropy, which supports values aligned investing across asset classes, investment vehicles, and engagement strategies, and AAPIP, which promotes increased philanthropy among and on behalf of AAPI communities.
